“OPTIMIZING US GOVERNMENT SOFTWARE PROGRAMS – WHY AND HOW TO MODERNIZE”

Discussion: US Federal Government IT spending is $78.5B this year. Typically, 50% of an IT budget is attributable to software development and maintenance - an estimated $39B of our US Federal Government IT spend. When you consider that software development organizations with industry-typical SDLC process maturity will have a 40% rework rate – the math is alarming.

Can we afford for the US Federal Agencies software development organizations to spend $15B a year on unproductive rework?

Other statistics regarding software projects tell more of the story:

  • Only 32% of software projects are considered successful (Standish Group’s CHAOS Summary 2009)
  • 70% of defects in production are introduced in the requirements stage (Gartner, 2009)

There has been plenty of talk about improving software requirements: CMMI and other models provide plenty of guidance for maturing in requirements definition & management, yet agencies still struggle with this. How can we improve the situation? Requirements management and definition are key evaluation factors in the Federal IT Dashboard – you cannot avoid this issue.

Presentaion: In April 1975 Colonel Wood was a Marine Captain put in charge of the development and execution of the surface evacuation of Saigon. His revealing description of the real heroes involved in that historic and risky operation, and his interaction with them (often in secret), is a study in generational understanding and leadership. Hear first hand from a decorated Marine officer . . . who was there! This is an untold tale of heroism and sacrifice during the final evacuation.
