Sr. Director IS, BI-LO
Panelist: Vince Simonowicz III, Director IT, City of Columbia
Larry Pritchard, VP IT (Ret.), Pure Fishing, Inc.
Marc Di Francisco, President, CIO Forum & Executive IT Summit
Discussion: We all survive by constant re-invention. Some organizations seem to have an early warning system to alert them when their current strategy is no longer sound and the bubble is getting ready to burst. These organizations are successful for many decades (eg Michelin, Coca-Cola, DuPont, J&J). Other organizations don't seem to notice the light at the end of the tunnel is a freight train or it they do, it's too late to react. These organizations are bought, merged, or disappear altogether (eg DEC, Compaq, Merrill Lynch). The panelists will each discuss one or two example organizations and use examples to draw some conclusions on how our IT Leadership audience can test their own organization's strategies. One way to test organization strategies is with a few key questions. Our example will hone in on examples of relevant questions which could be asked and we will use audience interaction to develop additional "tests" of organization strategies and how IT Leadership can be engaged.

Can executive technologists operate and achieve the same plans, goals and objectives with a 10% budget cut, how about a 25% budget cut? Can we think out of the box to realize our strategic objective with year after year of decreasing funds? How can we do this? Is it possible? Can our vendors assist us to realize goals for less?

Moderated by: Steve Collins,
Business System Division Manager, Richland County
Panelists: Raman Rama, VP & Director IT, JHM Hotels
Shari Donley, Director Computer Services, McLeod Regional Medical Center
Tom Allen, I.T. Service Desk Manager, Bob Jones University
Discussion: Beginning in the 1980s, a number of vendors began developing software systems to manage paper-based documents. These systems dealt with paper documents, which included not only printed and published documents, but also photographs, prints, etc. Later developers began to write a second type of system which could manage electronic documents, i.e., all those documents, or files, created on computers, and often stored on users' local file-systems. The earliest electronic document management (EDM) systems managed either proprietary file types, or a limited number of file formats. Many of these systems later became known as document imaging systems, because they focused on the capture, storage, indexing and retrieval of image file formats. These systems enabled an organization to capture faxes and forms, to save copies of the documents as images, and to store the image files in the repository for security and quick retrieval (retrieval made possible because the system handled the extraction of the text from the document in the process of capture, and the text-indexer function provided text-retrieval capabilities). EDM systems evolved to a point where systems could manage any type of file format that could be stored on the network. The applications grew to encompass electronic documents, collaboration tools, security, workflow, and auditing capabilities. This panel will focus on a discussion of justifying, implementing and maintaining EDM systems.

"AGILE vs. WATERFALL"
Presented by: Steve Collins,
Business System Division Manager, Richland County
Discussion: Agile software development is a group of software development methodologies based on iterative and incremental development, where requirements and solutions evolve through collaboration between self-organizing, cross-functional teams. There are many specific agile development methods. Most promote development, teamwork, collaboration, and process adaptability throughout the life-cycle of the project. Agile methods break tasks into small increments with minimal planning, and do not directly involve long-term planning. Iterations are short time frames (Timeboxes) that typically last from one to four weeks. Each iteration involves a team working through a full software development cycle including planning, requirements analysis, design, coding, unit testing, and acceptance testing when a working product is demonstrated to stakeholders. This minimizes overall risk and allows the project to adapt to changes quickly. Stakeholders produce documentation as required. An iteration may not add enough functionality to warrant a market release, but the goal is to have an available release (with minimal bugs) at the end of each iteration. Multiple iterations may be required to release a product or new features. This presentation will focus on how Agile has been implemented at Richland County with excellent results.
