Vice President and Chief Information Officer
Rick Arthur is an experienced, pragmatic senior executive. He is currently serving as the Vice President, Chief Information Officer, and Corporate Information Security Officer at Allegheny Energy, a $4B investor owned utility operation with Merchant Generation, Transmission, and Distribution supporting 1.7 million customers.

Throughout his 20 year career, Rick drove business improvements for multiple Fortune 500 companies through enabling technologies. He has experience across multiple industries including Manufacturing, Retail, Government, and Utility. He has extensive leadership experience in IT Strategic Outsourcing, Transformational Program Delivery, Strategic Planning, Program/Project Delivery, and IT Operations Management.

While at Allegheny, Rick institutionalized an integrated Information Technology Delivery Model and IT Strategy that significantly improved overall business performance. Allegheny's Information Technology services are now based upon a process based, multi-supplier delivery model with an established service portfolio that guides service and product development. In addition, Rick established effective Business engagement models including an Enterprise IT Steering Team, Enterprise IT Security Council, and Business Owner Committees to drive enterprise priorities and capital/O&M expenditures.

In addition, Rick institutionalized a process based, customer centric delivery framework. Recently, Allegheny was certified at CMMi Level 3 for application development and level 3 for ITIL process maturity. This framework is largely responsible for driving a 40% improvement in service level performance.

Focused on business outcomes, Rick's team led the technology architecture and governance of the Pennsylvania Act129 Energy Efficiency and Demand Response regulatory filing, Smart Meter Implementation Plan regulatory filing, an integrated Smart Meter architecture, Customer Information System architecture, Retail Complex Billing deployment, and SAP Enterprise Resource Planning Stabilization including certification by SAP as a Customer Center of Expertise. He provided executive steering team oversight to this $1B initiative.

Prior to joining Allegheny, Rick was a senior executive supporting the Department for Work and Pensions in the United Kingdom. While at the DWP, Rick was responsible for governing more than $500M in DWP IT spend. This required the development and implementation of common ITIL based processes and technology framework to enable IT service integration across multiple Information Technology towers, and managing multiple performing suppliers such as EDS, BT, Accenture, Cap Gemini, and Fujitsu.

Other major company experience include: Belk Department Stores, Goodrich, Electrolux Home Products, Frigidaire, Hughes Space and Communications, Delco Systems Operations, and General Motors.

Rick graduated with honors from The Colorado College with a Bachelor of Arts degree in Economics with minors in Mathematics and Computer Science. He graduated from the EDS Systems Engineering Development program with honors and received notable awards such as the EDS Inner Circle for Sales Performance and the EDS Diamond Award for Outstanding Service Delivery. He has spoken at a number of industry engagements on subjects ranging from Smart Meter Technology to IT Service Delivery to SAP Technology Enablement.
