Discussion: The Secret Service has been investigating technology-based crimes since the late 1980’s. In the beginning, most investigations required simple retrieval of digital evidence in a forensically sound manner from standalone computers. This requirement changed radically in the late 1990’s as cyber-criminals began to take advantage of computer networks to perpetrate network-based crime. As a result, the number of cyber-investigations rapidly increased along with the use of the internet as an increasingly popular means to commit cyber-crime on a global scale. So too did the number of requests from the business community for law enforcement assistance with countering increasingly sophisticated attacks against company networks.
The Secret Service soon realized that its technical investigative expertise could not keep pace with ever-emerging technology and the scope and speed at which cyber-criminals were able to adapt new technology to the commission of cyber-crime.
To counter this challenge, the Secret Service established permanent liaison with the Computer Emergency Response Team (CERT) at Carnegie-Mellon University in Pittsburgh, PA. Through its ‘Resident Affiliate’ the Secret Service has been able to leverage the research, knowledge, skills and abilities of over 150 CERT computer scientists, engineers and researchers in an effort to keep abreast of cutting edge developments in information technology and the use of such technology by cyber-criminals.
